Select and fill grayed out

I was doing a crop  and extending the picture. It didn't work. All I got was the black background color. I tried Select and fill and that option is grayed out. What happened to cause this and how do I get it back?

Thank you for your help. After uninstalling and reinstalling three times the problem corrected itself. I don't know what the problem was but I think it had to do with my computer. I don't have a virus just a weird system.

Did you commit the crop to exit out of it? You may still be in the crop dialog and that is why the select and fill are grayed out. Also the black background color comes from the background color set in your color chips in the lower left of the screen, below the tools. If you change that color to gray before you do the crop, you will get the color you want. Or, my preferred method is to release the layer from being a background by clicking on the lock. Now you will get transparency when you crop to a larger size. This makes it easy to try out different colors by adding a new layer below the image.
