Select outline/handles display when nothing is selected - need to change view to reset them

I'm working in a layered PSD. When I click in the layers window to select a layer, nothing shows up until I do a "ctrl" + T. Then, I can move it. But, if I choose another layer, the first one remains with handles, even after I moved it. The original location still has handles but cannot be dragged. 

If nothing is selected in the layers, the previous selections are still displaying as handles ready to move, resize, etc.

 

If I change the view, by even 1%, from 100% to 99% they all disappear and I can select again. I have to keep changing the view to keep all these layer handles, as if selected, from displaying.  This is a new problem in the past two days. I have the most current version of CC Photoshop 22.5.1. 

 

I'm hoping the attachment clears it up a big. My terminology may be unclear.

Hard to tell what's going on in the screen shot you provided. Doesn't even look like a layer is selected.

Two things to try:

  1. Go to preferences > Technology Previews... and check "Disable Native Canvas" - then restart Photoshop. Does the problem still occur?
  2. If disabling Native Canvas doesn't help, go to Preferences > Performance... and uncheck Use Graphics Processor. Restart Photoshop. If this fixes it, try updating your graphics driver and re-enable Use Graphics Processor.  https://helpx.adobe.com/photoshop/kb/troubleshoot-gpu-graphics-card.html
