When I drag the cursor, shape zoom-in from centre of the shape. Is there any setting to make shape zoom-in from the corner of the shape? Video was uploaded

In the Options for Shape, make sure From Center is not checked.

Whenever I reboot the system I always found this box is checked. Is there any way to make this box default unchecked?
