Shift+Transform is sending my transformed item back to where it was when I release.

I recently got a new PC laptop and Photoshop has been acting weird since on only this one issue. I am using Photoshop 27.5.

If I hold Shift to move something in a straight line, it very often will send the object back to where it started when I release. This mostly happens when I do it in this order: Click on object - hold SHIFT as I drag it - release. If I do the following: Hold SHIFT as I click on object and while I drag it - then release, it works as it should.
Surely the answer is “then just do the latter” but this used to work fine on my previous computer and there has to be a reason. 

On a similar note, if I hold shift to select multiple objects on different layers, it will only work if I hold shift from the moment I click on the first object. If I click on the first object, then hold shift while I click on the second, it will deselect the first.

All of this also occurs whether or not my Wacom tablet is plugged in.

I have tried the following based on numerous Google searches:

  • Sticky keys is already off on Windows/I have tried toggling it on and off
  • Enabling/Disabling “Use Legacy Free Transform”
  • Enabling/Disabling “Spring Loaded Tool Shortcuts”
  • Enabling/Disabling “Use Shift Key for Tool Switch”
  • Updating/Restarting my Wacom tablet driver 
  • Resetting Photoshop preferences

Any help is much appreciated!
