Slow and laggy frame animation when frame delay is above 0.07s

As title says, I have an issue with frame animation in Photoshop CC 2019 being very laggy and slow whenever I set delay between frames for more than 0.07s! When I export them as gifs, they seem to play correctly, the animation only appears slow and choppy in Photoshop. The same goes for any gifs I open in Photoshop that have frame delay bigger than 0.07s. This is a significant inconvenience for me as I prefer to use frame animation over video timeline whenever I make gifs in Photoshop and had no trouble in the past regardless of delay. I tested it with earlier versions of Photoshop and everything seem to work fine in Photoshop CC 2017.

My specs: 8GB Ram, Windows 10, Intel Core i5-4690, Radeon RX 580, both system and Photoshop are installed on SSD.

Guys, help me out if you can, I will be very grateful! So far I tried pretty much everything I found on the internet performance wise and nothing worked out.

Is it slow when looped forever or just the first rendering and scrollong the timeline thumbnails?

Yes, the issue also appears when looped forever.
