Some PS tools keep reading Wacom pen after lifting from tablet
I'm seeing annoying behaviour using my Wacom tablet with Photoshop 24.5 (and I think since the last major update) on Windows 10 22H2, with an nVidia GTX-1060 6GB graphics card.
I'm using a Wacom Intuos Pro PTH-660 tablet with grip pen KP504E. Wacom drivers and firmware are at latest versions.
When I use the Hand tool to drag the image, then about 3 in 4 attempts leave Photoshop still reading the pen position and dragging, even if I lift the pen from the tablet.
I also see this effect with the Draw Rectangular Selection and similar tools - the selection keeps changing after I've lifted the pen.
I don't see the issue if I use the Brush tool or the Patch tool, or draw a freehand selection, or any similar tools. It doesn't occur if, for example, I move a drag handle in the Curves adjustment layer properties or drag a scrubby control label or move a slider in ACR.
I don't see any issues with any other application, and the Wacom tablet diagnostics show that the pen contact signal is clearing correctly when I lift the pen and the pen pressure feature is working correctly. I've pulled out the pen tip, done a clean, and put in a new one. It does not seem to be tablet or pen issue.
Wacom settings for Photoshop have "Use Windows Ink" turned off.
I have tried with Flick Panning on and off.
