Something is causing Photoshop 2020 to be unresponsive and unusable on Windows 10

So to detail my experience thus far, Photoshop begins with not opening a new document when clicking on 'Create New'. The only way I am able to get to an empty document without a canvas is by pressing ESC. Then when in there, when opening or dragging a photo into photoshop, nothing occurrs again. However, when a photo is somehow able to randomly load, doing any editing to it does not work either. For example, as seen in the video, Gaussian blur, Liquify, and brightness/contrast do not open any new boxes nor do any changes work. When the move tool is selected and I move the photo around in the canvas, it snaps back into its original state as if never moved at all. This can also be viewed in the video.
Things that I have tried to fix my issue:
- I have reset my preferences many many times
- I have deleted photoshop and reinstalled it to the latest update
- I have deleted all of my Adobe products and folders including creative cloud then reinstalled them fresh
- I have disabled my Graphics Processor in photoshop
- I have tried using Legacy New Document Interface
- I have attempted to search in Task Manager for anything odd (Although I'm not sure what would be considered odd in regards to Photoshop)
If anyone is curious, here are my specs for the PC I am working on
- i5-8600k at 4 Ghz
- RTX 2060
- Photoshop is on a 250gb Samsung 860 EVO SSD
- 16 GB of Ram at 2400 MHz
- Other scratch disks used in Photoshop are a 500gb m.2 SSD and a 2tb External Hard drive.
I am at a complete loss as to waht is causing the problem.
