Spin Blur

Spin Blur does not come. How to fix it? Original image is attached.

Seems to work OK here.

Copy the blades onto a separate layer.

Clone the detail behind the blades.

Use spin blur on the blades layer and make sure the ellipse and controls are both outside the entire blade area or you will only blur part of them.
