Spring-loaded tool still happening even though I have switched it off

Question

Spring-loaded tool still happening even though I have switched it off. Will be using healing brush and change to spot healing brush but it will revert back once I stop using it. Always check that the spring loaded  box is unchecked which it always is. Assuming its a bug?

@Livjones have you tried resetting the tools

If that doesn't help, try manually resetting your Photoshop preferences

Remember to backup your settings before doing the preference reset
