I downloaded only 3 photos with PS with my student account, and suddenly it says that it's for an upgraded plan.

Also, when I try to change the file from a PSDC to PNG., with Save As, there is no file type drop down menu. There is only one window to enter the project name.

On the first issue, downloaded three photos from where? Are you referring to Cloud documents (PDSC) that you had previously saved?

On the second issue, change the Save location to 'On your computer' however you will still only be presented with file type options that support all the features of your file. So for example if it contains layers you will not see jpeg as an option. To see all file type options use Save a Copy, again check 'On your computer' then you will see all file types.

I am referring to JPG documents documents that I uploaded to Photoshop that when I originally and successfully downloaded the first 3 photos, turned into PSDC files. Also, I don't have a save a copy button, as shown in the photo

Wait a second, are you using Photoshop on the Web? My previous answers were for the full Photoshop desktop application.

The web version is different. To save as cloud you use Save As but to save to the desktop in other formats you need to use Export.
