No ilustrator, as guias sempre estão bloqueadas. Poderia existir uma opção para decidirmos, se as guias ficam sempre bloqueadas assim que iniciarmos o projeto, ou desbloqueadas. FIM

Hey, @ErnaneB. Welcome to the Photoshop Community. I'll go ahead and move this to discussions. 

In the View Menu, you can use > Guides > Lock guides. You can also create a Menu button action that is automated to work whenever you launch Photoshop. 

 

First, start recording an action (Test) > Menu button in the Actions Panel > Insert Menu button > Go to View > Guides > Lock Guides & then stop the recording. Head here to learn more: https://helpx.adobe.com/photoshop/using/creating-actions.html

 

 

After this, you can automate this button from File > Script > Script Event Manager. This is how you can set it up to apply an action when you launch Photoshop. Head here to learn more about the Scripts Event Manager: https://helpx.adobe.com/photoshop/using/scripting.html
