Tab Group always closed on startup

This appeared about a month ago, or possibly a bit more. I waited to see if this gets resolved before posting. 

I have three tab groups stacked on the right hand side of the window.

When I run Photoshop, whatever is the lowest tab group of the three (I tried switching them around) is closed, with the middle tab group stretched to fill the height, and I have to click it open manually. 

This doesn't seem to be a problem with the Core Tools workspace, only with workspaces I created myself. 

I'm atacching my workspace, even though looking at it, all tab groups are set to is-closed = false.
