The liquify tool pop-up window not appearing?

When I press the liquify tool, the pop-up window doesn't appear anywhere on my screen. It doesn't even freeze the application but after I click it, it won't let me press on anything on photoshop and makes the error sound, forcing me to end task on the task manager. Does anyone know the cause of this?
