There is a error message reading "operation could not be completed" when I open images in Camera Raw 18.3

Update: I was able to update to Camera Raw 18.4 and had the same issue. 

The “Denoise” button is toggled on which seems to be a potential problem. However, I cannot turn it off because the error message renders Photoshop unusable
