Tool keep changing itself

Hi there.

Here is the situation: For example, I'm using a Pen tool right now so I finish the thing that I'm doing with my pen tool and then I want to change to a Hand tool. I press H as a shortcut to use the Hand tool but it swaps to the Hand tool for 1 sec and then it swaps back to the Pen tool itself. I've tried to hold the H key instead of pressing it but it still doesn't work so I have to drag my mouse to click on the Hand tool instead for now.

It happened when I started to use Photoshop 2024.
