TOOL TIPS will not disable

Hello. Another annoyance- TOOL TIPS pop up when hovering over and block every tool. Tried googling it and got several suggestions, but still can't disable it.

  1. >Preferences: (first of all, there is no “Preferences” - it’s “Settings”) uncheck: Tooltips- OK
  2. >Disable “Rich Tooltips”- Can’t find that!
  3. >Preferences: enable “Quiet Mode”- can’t locate that, even with search.
  4. Oh No! can’t turn off this number thing.
  5. Lost 30 minutes of my work time and life over this.
  6. Are you kidding me with these updates? Now Adobe is asking for my administrator’s password?

    Hey, ​@rgbnites. I understand you’re upset. If you’re still looking for Quite mode & rich tooltips, these were consolidated and relocated to Preferences > Notifications. After applying changes, you have to restart Photoshop.

    Hi Sameer K- thank you,

    I don’t have notifications, and Tooltips were disabled and still on

    - see screenshot. However, I force-quit all applications and Finder, and the tooltips haven’t appeared yet. I say “yet” because somehow they will be back.
