Tools Menu (side): Tool names are not showing, except very top tool

Photoshop CS6
When you hold down the mouse button to select a tool, it no longer shows the names of the tools except the very top one.

For instance:  If I select the Brush Tool, but hold down the mouse button, it shows the icon for the Pencil, but it does not show the name, “Pencil”.

I don’t know all the names of the tools so this is a hindrance. 

Please advise.  I did not see this issue duplicated hence the bug report.

    Hi. Sorry to say, CS6 hasn’t been supported in some time. If you’ve updated the operating system on your computer, at all, there may have been a fundamental change in the way your computer displays “pop up” content (not saying that’s it, just one possibility that has come to mind), that the old version of Photoshop may not be able to handle. 
    When using a very old version of an application (support and updates ended in May 2017), there will be bugs and issues introduced, as technology advances. 
    To just check - have you tried resetting Photoshop Preferences? https://helpx.adobe.com/photoshop/desktop/get-started/settings-and-preferences/reset-preferences.html (it’s the same now, as it was, then). Please note: this will delete any preferences you set for how your application works, and you’ll need to reset them. That’s the first rule of troubleshooting an Adobe app.

    Otherwise, you may want to delete it completely, and reinstall it, if you can (BEWARE: Some older apps may not be able to run, if this is done - Adobe does not authorize them, anymore).
