I have a touch screen computer, but I cannot draw with my finger. If I buy an MSI pen, can I draw on the screen without installing any plug-ins?

@CemreSal Unfortunately I think this is a question for the manufacturer of your touch screen - are you specifically referring to Photoshop?

Yes, the problem only occurs in the drawing section in Photoshop. I can rotate the screen in Photoshop, but I cannot draw.

A touch-screen computer (like a Surface Pro) is not a drawing interface. You can use the touch capabilities for navigation, etc. but unless it is specifically Photoshop compatible, it wont work as a drawing tablet.
