Transferring keyword tagged photos from old laptop to new laptop

My friend is making a major change from:

Photoshop 2006 on a Windows 7 OS laptop

To Photoshop 2018 on a Windows 11 OS new laptop

She has about 20,000 photos – 95% of which are tagged and in catalogs

QUESTION: Is there any way the keyword tagged photos can be imported and function in the new version of Photoshop given the photos were transferred as jpeg images from Windows Explorer??

Keyword metadata should be embedded into the actual files and should travel with the files.

But you also mention "catalogue"... Are you using Photoshop Elements? This forum is for Photoshop, not Elements and you may get a better or faster response in the appropriate forum.
