Transform Controls defaults

Is it possible to change the default controls to be inches instead of percent or pixels for the W and H?

I know how to change it while I'm in the file but it defaults to % every time I open a new image.

@Heidi23665861w3of After you open Photoshop and before you open a document, open your Photoshop Preferences, Control K for PC (Command K for MAC); Go to units, and change from pixels to inches. Click on OK. By changing the Units & Rulers preference in Photoshop before opening a document will change the default unit for rulers and certain panels to inches.

Next, click on 'New File, and set the pixels from Inches. Aftr creating a document, now, when you open a document, it should be in inches! Photoshop will remember the last unit that was last used! 

Now, everything will be in inches until you decide to change the measurements!
