Transform handles, move tool, etc getting stuck to mouse cursor, old problem returned

Version of the app: Photoshop 24.3

Platform and OS version: Windows 10

Basic steps to reproduce the problem: Any time I use transform, puppet warp, perspective warp, move tool

Expected result and actual result: For it to not get stuck to my mouse cursor. Actual result: they get stuck to my mouse cursor.

This is an old problem that went away with an update, but is back and worse than ever. Literally everytime I try to use a transform tool, the handles, pins, pivots, all get stuck to my mouse and have to keep clicking to get it off like it has superglue to it.

It is the most frustrating thing ever. There is a post about it already but has been marked as solved because an update fixed it, but the latest update brought it back with a vengeance.
