Transform Tool cannot change type height and width independently

Type shape is locked... I'm recovering from reset preferences and this, the next item to restore is the ability I had to be able to command-T transform type on a layer where the height and width used to be flexible and independent of each other. I looked in the top controls bar and checking and unchecking the lock link between height and width does not make a difference... all type wants to not change anything but size, no freedom of altering height and width independently unless I go into the character palette and alter character width percentage... no fun. I've fussed with this for weeks now and it's time to ask the community for help please...

    The new method is that constrain is the default for raster and the shift key allows you to distort. You can adapt to the current method or revert to the old using the steps here:

    Interesting how I could not find the app 'Notepad' on my Mac under the Mojave OS... but there is an app called notes which is a cloud-based note program that does not save to disk... The plot thickens... Can I save a native basic text file from InDesign? I will try that... Whew, the world is becoming toooo convenient...

    nope... can't do that either... I think I will call it a night and come back to this later but thank you for the right answers you guys.

    Whew!... Thank goodness I have Word for the Mac on my machine, hardly ever use but it does save to .txt so it saved the day also.

    Thanks again jane-e for complete instructions which I probably should have just adapted to the new way, but for fun went back to the 'old' way.

    I'm very happy with the solutions I've been able to put to work today and thank you team at Adobe!

    Notepad is a Windows  text editor  not a Mac text editor. All do not use Apple hardware and software.  And we here are users of  Adobe software like Photoshop not part of Adobe customer support .  We are  customers like you are.

    Adobe Change the operation to constrained foe some type of layers other vector layer still transform unconstrained.   The shift key is all messed up now  You can add a PSUserConfig.txt to your preferences to revert Transforms operation to it old consistent way.

    The world is frightening sometimes... It seems simple things that could be improved are ignored and things that work fine are now 'fixed' to make them a nightmare... here come 'self-driving' cars... !
