transition not applying

why when I drag the transition is it not applying??

To create a crossfade in Adobe Premiere Elements, find the Transitions panel, select the Dissolve category, and drag a Cross Dissolve  (or any transition that makes you all warm and fuzzy) transition over the point where your two clips meet. You can then adjust the transition's duration and other settings in the Transition Control panel that appears when you click on the transition in the timeline. 
Steps to Add a Crossfade:
  1. Open the Transitions Panel: In the Quick View or Advanced View, click Transitions on the Action bar to open the Transitions panel.
  2. Locate the Cross Dissolve: In the Transitions panel, select the Dissolve category to find the Cross Dissolve transition.
  3. Apply the Transition: Drag the Cross Dissolve transition from the panel onto the point where your two clips meet on the timeline.
  4. Adjust Duration: A new Transition Control panel will open.
    • Change Duration: Enter a new duration in the Duration field.
    • Align the Transition: Use the alignment dropdown to adjust the start and end points of the transition.
    • Reverse the Transition: Click the Reverse checkbox to reverse the direction of the transition.

You’re applying Cross Fade, but there is no other layer in that video group to cross-fade with, so it can’t work. Cross-fade is a transition between two layers.

 

If you want just one layer to fade in or out, then instead of Cross Fade, apply any of the Fade transitions in that menu and they will work.
