tutorial templates and copyright

In Photoshop tutorial one can download templates as a .psd file. Is it allowed to reuse them and adjust them for my own purpose or for a customer?

Where are the templates available from?

Normally yes you can use them for whatever purpose, but it's possible that if they include placement images those might not be able to be used.

Most resource site state clearly whether or not you can you refuse for commercial use. Most of the time your download will include a "READ ME" file of some sorts.

It is a template from the dreamweaver tutorial site. There is no readme text but in the psd-template itself in the footer there is a copyright sign from adobe:
