Unable to define source point

When I hold alt and click photoshop is bringing up the change size of brush option rather than defining the source point for the clone stamp. This problem has only started since 2021 was released and I've successfully duplicated it on multiple computers. Is anyone else having this problem? Does anyone know how to fix it?
