Unable to download Photoshop

I am unable to download Photoshop. I used to belong to a network but bought my current Photoshop as an individual. It won't let me get past the page that says I need to log in as the administrator.

What version are trying to install?
If current versions, are you able to open the Creative Cloud Desktop app and sign in to your account?

Does your Windows user account have admin rights for the computer you are trying to install Photoshop on?

(Windows > Settings > Accounts)

Are you able to install other apps on this computer?
