Unwanted legacy free transform still cannot be disabled

A few months ago, I reported that legacy transform has once again become the default in Photoshop even when the legacy option is deselected.

The feature works properly in the beta version, but not in the production version. Will this EVER be fixed?

Please post meaningful screenshots including all pertinet Panels like the Options Bar. 

Did you uncheck the »chain-icon«?

The "chain icon" (which I call the "lock aspect icon") does not appear in either the release or beta version. This screen shot if from the BETA version, which works properly.

The settings are identical. RELEASE version (which operates in LEGACY mode regardless of this setting):

In the BETA version, operation follows the setting:
