Update not Canceling, Can't Update Anything Else

I've been trying to update my programs for about a month now,  but cannot because Photoshop is at the top of the queue and is stuck on "Canceling." When I go to the cloud icon in the top left of the Creative Cloud start screen Photoshop does not show up so I can't try to refresh and cancel the update again. It is also saying there's a "libraries sync error" in the Updates list too, so I'm wondering if my work VPN is interacting with it. I'm currently on the OS Catalina version 10.15.3.

Is this a fully uninstall and reinstall situation? I've completely force quit, closed and otherwise tried to get Photoshop to finally cancel so it doesn't block the other updates and nothing has worked.
