Variable mouse tracking

Hello!
When I use the Move tool with a space bar, I move around the entire canvas. I hold down the left mouse button and move the canvas, release the left button and the canvas stops following the cursor. That is, the canvas, as needed, moves behind the cursor while the left button is pressed. But sometimes, for some unknown reason, the canvas continues to follow the cursor until I press the left mouse button again. There is such a feature with the installation of Photoshop version 25.0. In the settings of the "Scroll" and "Continue panning" tools are disabled.
Maybe someone has come across something like this? How do I make the canvas follow the cursor only when the left button is pressed?
