When I open a file, all the software seems to insert a bluish filter.

I open Photoshop and everything is working perfectly, the colors are as they should be.

 

But when I open a file (it doesn't matter what it is) all of Photoshop has a bluish filter, I don't know why.

 

This has been happening since I changed monitors and it worked before with the new monitor. (changed from one moment to the next)

 

I have already reinstalled photoshop 3 times and returned to the previous version and the problem persists

The problem isn't Photoshop.

 

The problem is that you have a defective monitor profile from the monitor manufacturer. For some reason, these profiles are very often bad in various ways.

 

Replace the broken profile with sRGB IEC61966-2.1 (if the monitor is a wide gamut model, use Adobe RGB). It won't be entirely accurate, but better than a broken profile.

 

The proper way to deal with this is to use a calibrator to make a new custom profile.
