When I press CTRL+Z twice photoshop goes back many steps. And I can't recover the work done.

I've been having this problem for a few months. I work doing illustrations and it is extremely frustrating.

If I press "ctrl+z" twice in a row, photoshop simply goes back 10 or 20 steps. I can use "Edit > Redo" but it only lets me recover 3 steps. So I'm constantly redoing everything again and again...
