when trying to use tools on a mask it tuns to a hand on PS

When trying to use tools on a mask it tuns to a hand on PS and will not affect it.   I've check all the obvious from restarting, changing the settings, restarting everything and reinstalling and trying older version of PS.  Not to mention using other keyboards.  Tried turning off the GPU too.  The tools work fine on the thumbnail.
