    This highly depends on the particular situations and tasks. Both are used in the industry. Adobe Illustrator allows you to create vector graphics, which are scalable and can be adjusted for any purpose (both screen and print). Adobe Photoshop is a better choice when you need to work a lot with raster images and heavy textures, but you need to be aware of dimensions and image resolutions. Very often, graphic designers combine both apps in their work.

    Illustrator is the better choice as its vector-based and ideal for icons, logos and scalable brand assets

    Both are, because they are different tools.

    Photoshop is best if your brand project needs pixel graphics.

    Illustrator is best if your brand project needs vector graphics.

    And what »make brands« means seems a bit unclear … 

    If it means creating logos that would be used for web and print at different scales then vector output, which Illustrator is intended for, might be preferable.
