Why Can't I select multiple layers in PS 25.1 - Cannot Use Align Tools

What is going on Adobe?? I can no longer select multiple layers on the artboard or on the layers panel. What's even more frustrating, I can't use the Align Tool, because I cannot select multiple layers. What am I doing wrong here? 

 

I've tried the option of creating a group with multiple layers. Cannot select multiple layers within group. If I click on the group icon on the layers panel, the align tool does not become available even though I can press direction movements and both layers move down, up, right, left. I can transform the group, but alas - no align option.

 

I've also tried the auto-select being checked off AND on - nada....

 

This is very frustrating, as I just want the original short-keys to work.  

 

Working on a 2023 Macbook Air with 2024 Photoshop Version PS 25.1.0

Quick update - I have found that restarting photoshop helps, but this issue happens A LOT. I do use a Wacom Intuos Pro (m) and I am not sure if something is wonky when using the Wacom thru photoshop? I am restarting Photoshop DAILY. Once I restart, I can select multiple layers within the panel and also align. But again this issue wastes my time and I am hopeful someone can post an answer/setting I need to update...

I would also like to add.... I can drag the mouse to collect multiple layers on the artboard, however I only want 2 of the 3 objects it selected. Align tool works when draggin mouse, but that's not what I want. I want the ability to choose which layers need to be aligned. This "hack" works with auto-select is checked ON. This does not solve my problem. I want to select specific layers to align.
