Why doesn't Photoshop's hand tool work like Illustrator's hand tool?

I don't know if maybe I'm just missing something or what. The hand tool in Illustrator works great I left click and drag the image /work and I can re-position the work where I need it.

Not so in Photoshop. When I left click on the work area It immediately jumps to a different position on the work and zooms in Pretty much impossible to use.

In Illustrator I can left click and drag the image to where I want it and then hold the Alt key and roll the mouse wheel to zoom in or out as needed. great. very straight forward and simple to use. Why doesn't Photoshop work like this? Is there some setting I'm missing?

Sounds like your encountering the Birds Eye View feature of the Hand Tool.

Hi Ron:

I think Jane nailed the first question: enable overscroll as she stated above to "re-position the work where [you] need it". With it off, the artwork remains in a fixed position. You might also want to experiment with the settings she cropped out of her screenshot to see if any of these will get you where you want to go:

Finally, "Why couldn't they have just made it work like Illustrator?" The Photoshop and Illustrator developer teams work independently but both are open to customer feedback. Hmmm This subject is proving to be confusing to address. The issue is in regards to the Pan / Hand tool and because when I try to use it it Zooms in on the work area so I'm getting a zoom effect when I click with the hand tool . First the screen re-position itself to the position where the hand cursor is located and then zooms in on that spot. Honestly, this behavior is useless and makes the tool worthless to work with.. Why couldn't they have just made it work like Illustrator?

I am trying this in both Illustrator 2019 and Photoshop 2019. I usually use the Spacebar shortcut to pan in both programs, but tested with both switching to the Hand tool and using the keyboard shortcut. Both pan as expected, except Flick Panning is enabled by default in PS and does not exist in Illustrator. Plus I have enabled Overscroll, which Illustrator doesn't need because it pans across the Pasteboard area.

Zooming with the mouse is a separate issue — I don't have a scroll wheel to test.

Can you clarify further?
