Does the Adjustment provide the result you want to achieve if you convert the image to RGB?

Not all Photoshop functions work in all Color Modes and Bit Depths, only members of the Photoshop team could explain the full and actual reasons, I suppose, but they are naturally subject to NDAs. (edited)

Yes it works fine is RGB. I was just curious as to why it’s not available in GrayScale especially when the Camera RAW Filter Clarity works in GrayScale.

The Adjustment/Filter may have been created to emulate some of Camera Raw Filter’s effects but I suspect it actually works quite differently.

And a quick test seems to indicate that Dehaze (at a non-0 settings) does introduce color on a neutral image, so it seems reasonable that the Adjustment would not work with grayscale images.

Edit: On further testing this seems to have been a fluke.
