This is handled by the operating system, not Photoshop. Are your file associations set correctly - i.e., do jpegs open directly into Photoshop when you double-click from Windows Explorer/desktop? Is your Windows user account an administrator account, or a limited user account - and are all these permissions set correctly in Windows?

What format(s) are you saving in?
TIFF, jpeg etc are supported by built in codecs in Windows so will show a thumbnail. PSD and PSB are not directly supported in Windows and to show an image thumbnail you will need to install a suitable codec.
