Window > Actions works ALT + F9 should, but doesn't

I can't get ALT + F9 to open actions on a Win 10 machine, Photoshop 25.11.0

Any suggestions?

Do you have a Function key (Fn) on your keyword? If yes, try Alt+Fn+F9 to check if that works.
