[Windows 11 25H2] Photoshop 27.7/27.8 fails at startup: Unable to create environment configuration

Environment
- Windows 11 Pro 25H2, OS Build 26200.8968, x64
- Photoshop 27.7 (20260514.r.11) and 27.8 (20260610.r.13)
- NVIDIA GeForce RTX 4070 SUPER, driver 32.0.16.1047

Problem
Photoshop cannot complete startup on Windows 11 25H2. Both Photoshop 27.7 and 27.8 display the following modal error and never reach a usable application window:

"Caught in IPhotoshopApplication, encountered exception: Unable to create environment configuration: photoshop_error"

Steps to reproduce
1. Install Photoshop 27.7 or 27.8 from Creative Cloud Desktop.
2. Launch Photoshop.exe normally.
3. Wait for initialization.
4. The modal error appears and Photoshop cannot be used.

Expected result
Photoshop starts and creates its environment/configuration successfully.

Actual result
Startup stops with photoshop_error. The issue reproduces on every launch in both 27.7 and 27.8.

Diagnostic evidence
- UXP logs repeatedly report: "FileAccessorDataLoader: Param mismatch error".
- UXP logs also report: "IMS config not set".
- Failures occur while reading regenerated CCX Welcome api.json files.
- Process Monitor shows Photoshop file-access calls returning INVALID PARAMETER while initializing Adobe configuration paths.
- GPU sniffer completes normally.

Troubleshooting already completed
- Clean uninstall and reinstall of Photoshop.
- Tested both Photoshop 27.7 and 27.8.
- Rebuilt Photoshop preferences.
- Rebuilt CCX Welcome and PHSP 27 UXP PluginStorage caches.
- Verified Adobe executable signatures and restored all missing installation files.
- DISM /RestoreHealth completed successfully.
- SFC /scannow completed with 0 components requiring repair.
- Verified user profile and Adobe directories have full write permissions.
- Restarted Windows and Creative Cloud services.

Adobe's current requirements page lists Windows 11 24H2 but not 25H2. Please investigate the CCX/UXP FileAccessor and environment-configuration compatibility on Windows 11 25H2 and provide a fix or supported workaround.

    Photoshop runs already on Windows 11 25H2. I don’t have any issues on my machine - and I’ve run Windows 11 25H2.

    Check if your system is up-to-date. Do you have installed all recent updates and patches for the operating system and the device drivers, especially the graphic driver? In you original post I see that your NVidia driver is a older one. Goto NVidia’s site, download and install the recent Studio version 610.88. Then check

    During you’ve done a clean reinstallation do you’ve used the Adobe Cleaner Tool?

    In the meantime there’s a Photoshop update to 27.9 available. Try to install this update and check.

    @Jims Chen your best bet is to stay with on v27.2 for your work for the time being. It remains the last fully stable build unaffected vs Photoshop 27.7/27.8 fails
