0xC000007B error for Photoshop Elements; Premiere Elements; and Creative Cloud

Please help!! Have scoured the web & community replies i.e. have downloaded the VC++ files; scanned the laptop for outdated Windows stuff; no .dll error pop-ups (which was a problem prior); and well...still the problem persists?!
