do I uninstall elements 2018 before installing 2019? Or do I just install 2019 & it converts 2018 - 2019?

It makes no difference. The catalog will still convert as it does not get removed when uninstalling.
I normally suggest you simply install PSE 2019 and when you are fully happy, uninstall older versions.
