2560x1440 display resolution causes mouse probllems

Just uupgraded from PSE 2020 to PSE 2023.

If the display resolution is set to 2560x1440 to match the monitor, the following problems occur:

File, Edit, Find, View and Help do nothing when hovering the mouse pointer over them or clicking on them.

Right click on photos or file directories do nothing.

If the display  resolutioin is set to 1920x1440, then the PSE 2023 performs normally. This was never a problem with PSE 2020.
