A small fraction of NEF files are not recognised by my Photoshop Elements, and will not open.

A small fraction of NEF files from a Nikon Z6 are not recognised by my Photoshop Elements and therefore will not open after I have copied them to my hard drive. Elements 2020 says it does not recognise the file? Is there any way to fix these files or get them so I can open them? Any ideas for a cause of this. Nikon said to reformat my storage disk in the camera but that did not seem to help. Thank you!

Yes: corrupt meta data. My drone, when I first got it, produced corrupt meta data of the images and videos. I downloaded some meta data fixer app (Paid $29 for it) app (this was last year) and it took care of the problem.

To conform; So the files do download and import but will not open and you receive the error.

My question is what if any differences there are between the files that load versus the one that don't. So they do download and import but just can't be opened
