Accessing photos that are in the cloud using Photoshop Elements or Lightroom

Must my photos be saved locally in order to "open" them while in Photoshop Elements, or LIghtroom?  I am using a Mac and a PC with PSE and need an answer for both operating systems.  I have photos in iCloud but can't find a way to select it for editing.  Would ANY cloud based service that allow you to backup photos work with either of these Adobe Products?  

 

Please advise. Thank you.

    Just to add a nuance to Bob's answer, Elements 2021 had a Save to Cloud feature that was rolled out on a trial basis to a limited number of users. AFAIK, the feature has not been enabled for Elements 2022 (but I'm trying to get more information from Adobe about it).

    I have PSE 22.  I don't see a way to access my photos from anyplace other than locally, however I could save an edited photo to icloud drive, if that is what you mean.  If I try to access the photo library file from my Finder I get a message (see attached).  I cannot browse to the photos saved on my iCloud drive Photos folder, not the Drive folder, which does allow me to access photos.  I hope that makes sense to you.

    I know nothing about Macs so can't comment on your question about iCloud photos.  I think you are confirming what Peru Bob has told you about the need to use locally stored files in Elements.

     

    Here is a screenshot of the Open and Save dialogs in Elements 2021 (for Windows) which have the Cloud options:

     

    These options are not present in my Elements 2022 installation.

    Photoshop Elements and Lightroom Classic work with local files.

    Lightroom works with files stored in the cloud.

    Thank you.  The Lightroom that works with the cloud, would those be photos in any cloud server or something unique to Lightroom cloud version?  I am creating a help document dealing with how to back up photos from your mobile and computer devices and want to address the topic of accessing these photos while using Photo editing solutions, e.g. Adobe products.

    It is stored in your Creative Cloud account.
