Actions do not appear under Actions Bar

Here recently when I open my PS Elements 11 I notice all my actions that were previously loaded are now all gone and I'm having to re-load all the actions every time which takes forever! why do they keep disappearing now all of a sudden when they use to always be there? Thanks for any help!
