I currently have photoshop on 2 devices but cannot use either one because it says I need to deactivate a device. When I go to my account I have no activated devices. I need to fix this

You can't see anything in your account for Elements activations. What is in your account is only to manage your subscriptions to two computers IF you have a monthly/yearly subscription for another Adobe product. Only Adobe staff can check and manage your PSE activations if you don't have the two computers available. Just contact Customer Care and specify you just want to check and manage the activations for computers you can no longer access. They can do it in a matter of minutes by Chat or Phone.
