Activating Photoshop on PC that was reset

So I had Photoshop on this same PC, but it blue screened and had to be reset. But now it's saying to deactivate photoshop on one of my two devices, even though this is the same exact PC.

Please help!

You are simply out of luck. Adobe changed their "Activation reset" policy june of last year. You can forget about using whatever version of PSE you had. Adobe no longer resets activations.

NOTE: When you look at you Adobe Account you will see "Activated devices"- That only applies to Creative Cloud subscription programs, such as Photoshop, not Photoshop Elements.
