Active Layer error

Brand new PE 18 installation.  When I spin it up to edit JPG photos it takes for ever to "read the JPEG" then give error "could not complete request because the active layer is empty" when trying to use smart fix

By the way, my trusty old PE 13 works fine, is fast and has no glitches.  Any ideas?  Did I just waste my money "upgrading"?
