ADDING ACTIONS TO THE FAVORITE PANEL

A user in a PSE group on facebook is wondering how to add actions (theat she purchased) to her favorites panel.

Below is a screenshot she provided showing 3 actions, accordingto her they are actions) in a favorites panel, in and older version of pse. 

You can't simply just right mouse click and select "add to favorites"- at least you can't in pse 2022.  Maybe in earlier versions.

I have no idea how to do this.
