Adding Text under a picture

Is it possible to  have a picture that is 8x10 and increase the white space under the picture so it is 14" high.  then add text in the white space?

    Go to Image>Resize>Canvas size.

    For height enter 14", and click on the anchor point in the 12 o'clock position.
